With a surprising note hitting the La Pagina Millonaria, it has been confirmed that River is in talks with Pablo Cesar Velazquez from second division Paraguayan club, Rubio Ñu. River representative, Hernan Cordoba, is currently in talks to acquire the forward. With no future signings approaching River, this news comes at a time where speculation is its finest.

The 6 foot forward has been one of the top goal-scorers for the second division Paraguayan league, scoring 18 goals in 22 games during the 2008/2009 season. First division club Libertad owns the player’s pass and is asking for 3 million dollars, a high quote for River.
